Structuring a Technical Proposal for Industrial and EPC Tenders

Technical evaluators in NOC, IOC and EPC tenders score against a matrix with fixed weightings. A proposal organised around your capabilities rather than their matrix forces the evaluator to hunt for evidence — and unfound evidence scores zero.

Lead with the compliance matrix

One row per tender requirement, with a compliance status (comply / comply with comment / deviate) and the page reference where the evidence sits. Deviations stated openly score better than deviations discovered during evaluation.

Method statement written to the actual scope

Sequence, resources, equipment list, interfaces and hold points. Generic method statements are obvious; referencing the client's well names, field conditions or plant layout is not expensive and changes the read.

QA/QC and HSE plans as annexes

  • Inspection and test plan with hold and witness points.
  • Certificate of analysis format and testing laboratory.
  • Job safety analysis for the primary activities.
  • Competency evidence for named personnel.

Evidence pack, not claims

Every performance claim needs an artefact: a job report, a production curve, a third-party inspection release. Where the scope is stimulation or chemical treatment, model output showing the design basis carries more weight than a case-study paragraph — matrix acidizing design software output and post-job skin evaluation are routinely attached for that reason.

Keep the commercials out
